About Joe
Joe joined the Red Oak team in November 2025, as the Chief Operating Officer, bringing more than 20 years of senior leadership experience focused on operational excellence, risk management, and organizational performance. Prior to joining Red Oak, Joe was a career federal employee, starting his career with the U.S. Secret Service and going on to serve as a federal agent and senior executive across multiple Offices of Inspector General. He retired from the federal government, most recently serving as Assistant Inspector General for Investigations within the Department of the Treasury, where he led nationwide operations, managed a multimillion-dollar budget, and implemented modernization initiatives that strengthened governance, improved efficiency, and helped prevent hundreds of millions of dollars in fraud.
Joe holds a Bachelor of Science in Business Management from the University of Baltimore and has completed senior executive leadership programs through the Council of the Inspectors General on Integrity & Efficiency and the U.S. Office of Personnel Management.
Joe resides in Catonsville with his wife Meaggan, a second-grade teacher, and is the proud father of three children—Alex, Natalie, and Jack. Outside of work, he watches Natalie play college lacrosse, spends time at the beach, and can often be found on weekends tackling home improvement projects or working on automotive hobbies with Alex and Jack.
